Steps when a new AMR task is created

  1. The task is created and has an nbor list added, but since alid ghost zone data is already present, via prolongation from the parent

  2. The task can therefore be sent directly to the ready queue

  1. The procedure also sets bits%init_nbor in the nbor tasks

  2. When the nbor tasks come up for updating they will thus generate obtain new lists
